Many graphics sites offer clip-art such as icons, buttons, lines/dividers, gizmos, etc. They may help to 'brighten' a site somewhat but care should be taken not to overdo it and overwhelm your visitors. Note that many of the sites listed here may well be worth checking out for other types of graphics as well.

Animated Clip Art
Wandering across a wonderful webpage or finding exactly what you are looking for becomes a disappointment when you are confronted with a ton of irritating animations on the page. They take longer to load and while they may look cool and cute the first time you see them, you'll do your visitors a favour if you restrain the urge to use lots.

Cool Archive is a huge free vault of 1000+ clipart images, 950+ fonts, 4000+ icons, hundreds of animations, buttons, bullets, arrows, bars, html and Photoshop tips and sounds ... plus an online Logo Generator and Button Maker to create your own graphics.

Designed to a T has free clipart, backgrounds, dividers, bullets and animated gifs. Unlike most of the other sites, there aren't zillions of images - but what they have is very distinctive. They also have PSP tutorials which I have not visited as yet ... if you find it worthy of a note here, please let me know.
